  16. FCC proposes automatic control for amateur HF digital
  17. communications.

  19. In a notice of proposed rule making in PR Docket 94-59, adopted on
  20. June 13, 1994, the FCC has proposed amending the Amateur Service
  21. rules to authorize automatic control of stations transmitting a
  22. digital signal on the HF bands.  The action had been requested in
  23. petitions filed by the ARRL and the American Digital Radio Society
  24. (ADRS).

  26. In 1986, the FCC authorized automatic control of amateur stations
  27. transmitting digital communications on the VHF and higher frequency
  28. bands, and indicated that it was interested in authorizing such
  29. automatic control on the HF bands.

  31. To determine solutions to the problem of interference from
  32. automatically controlled HF digital stations, the ARRL conducted a
  33. feasibility project under special temporary authority granted by the
  34. FCC to 50 amateur stations.  The ARRL petition was based on the
  35. results of that study.

  37. The FCC said that it was gratified by the cooperation and dedication
  38. of amateur organizations in determining the conditions necessary to
  39. allow automatic control of stations transmitting data and RTTY
  40. emission types on the HF bands.  It agreed with the two petitioners
  41. that automatic control of amateur stations in the HF bands can, with
  42. safeguards, make the transmission of data and RTTY emission types
  43. both practical and effective.

  45. Therefore, the FCC proposed to authorize automatic control for
  46. stations transmitting data and RTTY emission types on one specific
  47. subband of each HF band where such emissions are authorized.  It
  48. also proposed to authorize communication between a locally or
  49. remotely controlled station and an automatically controlled station
  50. on any frequency where data and RTTY emission types are otherwise
  51. authorized.

  54. deadline is unknown at this time.
